Na Itália, como em outros Estados da União Europeia, vem ocorrendo recentemente o fenômeno da “detenção administrativa” dos cidadãos estrangeiros irregulares, bem como dos requerentes de asilo, a maioria proveniente da África, do Oriente Médio e da Península Balcânica.
